Ms. Sarkar was also the former Assistant General Counsel for Administrative Affairs for the Overseas Private Investment Corporation (OPIC) (now the U.S. International Development Finance Corporation, “DFC”), and formerly a staff attorney with the Office of the General Counsel of the U.S. Agency for International Development (USAID).  She began her career as a litigation associate with two Wall Street law firms in New York. 

Ms. Sarkar has also had a distinguished academic career both in teaching and publishing. She is currently an Assistant Professor at the Uniformed Services University, School of Medicine. This is the Pentagon’s medical school for its active duty medical students and global health specialists, co-located at the Walter Reed National Military Medical Center in Bethesda, MD.  She is also an Adjunct Law Professor at the Case Western Reserve Law School, Cleveland, Ohio.

She won a Fulbright Scholarship and lectured at the John Paul II School of Law in Lublin, Poland in 2016. Professor Sarkar was also a Distinguished Guest Lecturer and served on the Advisory Board for Loyola University Chicago School of Law.  She was also an Adjunct Law Professor and a Visiting Researcher at the Georgetown University Law Center where she taught several graduate law (LL.M.) seminars.  Professor Sarkar has authored six legal texts and many law review articles.

Dr. Sarkar completed her undergraduate studies at Barnard College, Columbia University; her law degree from the Antioch School of Law; and her Masters of Law (LL.M.) degree, and her Ph.D. in Philosophy from Newnham College, Cambridge University.  She is a member of the NY, DC and U.S. Supreme Court Bars.

He received his Bachelor of Arts Degree from the University of Maryland College Park Campus in Political Science and Afro American Studies. Thereafter he completed his Master of Arts degree course work in Africana Studies and Research at Cornell University, Ithaca, New York with a 4.0 Grade Point Average.   Colonel Kinney then attended and received his Juris Doctor Degree from the University of Antioch School of Law in Washington, DC. 

Colonel Kinney is a member of the West Virginia State Bar.  He was inducted into the US Air Forces Judge Advocate General’s Department via the direct appointee program as a First Lieutenant. During Colonel Kinney’s time on active duty with the US Air Force he served as a Special Assistant US Attorney in charge of the Magistrates Program at Dover AFB, Delaware, and as an Assistant Staff Judge Advocate which is equivalent to an Assistant US Attorney or Assistant State District Attorney.  He also served as: a military prosecutor, a military public defender and he served one tour as a General Counsel (Staff Judge Advocate) at the US Air Force Headquarters Civil Air Patrol, Maxwell AFB, Alabama.

Colonel Kinney served one tour of duty at the US Air Forces version of the Federal Bureau of Investigation (FBI) or Headquarters US Air Force Office of Special Investigations (AFOSI) at Andrews AFB, Maryland where he also taught at the AFOSI Special Investigations Academy.  He reached the rank of Major while on active duty with the USAF. Major Kinney received countless awards and decorations while on active duty with the USAF including but not limited to: the Meritorious Service Medal, The National Defense Service Medal, Humanitarian Service Medal, Air Force Achievement Medal, the Joint Meritorious Service Medal, the Air Force Good Conduct Medal, and countless others.  He also won the Major General Arthur Durham Award, and the Company Grade Officer of the Quarter Award. The Colonel also successfully completed Squadron Officers School, Air Command And Staff College, as well as the Judge Advocate Staff Orientation Course and the International Operations Law Course.

After retiring from the USAF in May 2004, Major Kinney became the Criminal Justice, Paralegal Studies and Homeland Security Departmental Chairman for Everest College, the Arlington Virginia Campus.  He also served briefly as the acting dean and as the Associate Dean at the college. Major Kinney also joined the District of Columbia Defense Force in 2008 where he served as the militia’s Judge Advocate General. He was promoted to the rank of Lieutenant Colonel and later to the rank of Colonel.  In 2012 Colonel Kinney became a contract instructor at the US Department of State’s International Law Enforcement Academy Roswell, New Mexico where he taught countless foreign law enforcement official.

Colonel Kinney is the proud author of three books and of three law review articles.  He has also published countless newspaper articles on various criminal law subjects.
